With Premiere Pro 7, how do I merge two clips together so that an image from one clip plays on the other?

I have two videos shot on a tripod from exactly the same position. One is of a man riding a bicycle one way, the other is of a car coming the opposite direction. How do I put these clips on top of each other using Premiere so that it looks like the man on the bike is going to have a bad time?
